Repubblika announces the launch of the Civic Constitutional Convention, a year-long initiative designed to strengthen democratic participation and promote inclusive dialogue on constitutional reform in Malta.

The project runs from March 2026 to February 2027, with its public phase launching on 15 April 2026. It creates a structured civic space for citizens, civil society organisations, academics, and other stakeholders to contribute to a national conversation about Malta’s constitutional future. The initiative is built on the conviction that constitutional reform is not only a matter for institutions, but a shared civic responsibility that requires informed and active participation from society as a whole.

The project combines civic education, outreach, and structured dialogue. Over the coming months, Repubblika will engage with a wide range of participants through accessible materials, briefings, and public discussions to make constitutional issues understandable and relevant to a broader audience. Contributions from participants will be encouraged and developed through a process that allows ideas to be discussed, refined, and translated into concrete proposals.

This process will culminate in several key moments over the course of the year. Following today’s launch, outreach and engagement activities will continue throughout the summer.

A public Call for Papers will open in early September 2026, inviting structured contributions from organisations and individuals. The civil society round table on 10 October 2026 will provide an opportunity to test emerging ideas, gather feedback, and encourage further submissions ahead of the National Conference. The project will reach its peak with a National Conference on 13 December 2026, bringing together diverse participants to deliberate on constitutional reform in an inclusive and constructive setting. The final phase of the project will focus on consolidating these discussions into published proceedings and a revised position paper, to be issued by 28 February 2027.

Through this approach, the Civic Constitutional Convention aims not only to generate ideas for reform but also to strengthen democratic culture by encouraging participation, dialogue, and cooperation across different sectors of society. Particular emphasis will be placed on engaging young people and underrepresented voices, ensuring that the conversation reflects the diversity of Maltese society.
