When these conditions hold, accountability is possible, rights are protected, and corruption has less room to operate.<br><br>But the Rule of Law does not function in isolation.<br>It depends on an ecosystem:<br>\u2013 active citizens who question and engage<br>\u2013 civil society organisations that organise and advocate<br>\u2013 independent journalism that investigates and informs<br><br>Together, these actors help ensure that laws are not only written, but applied in practice.<br>Without independent media, wrongdoing is harder to detect. Without civic participation, institutions face less scrutiny.
