The rule of law is not an abstract legal idea. It shapes how institutions work, how rights are protected, and whether rules are applied fairly to everyone — from governments to businesses.
The European Commission’s latest Rule of Law Report shows a mixed picture across the EU.
What is improving:
👌A majority of recent recommendations have been at least partially followed up, indicating ongoing reforms in several Member States
👌Some countries are improving court efficiency, including through digitalisation
👌Efforts to strengthen anti-corruption frameworks continue in a number of jurisdictions
👌The EU has adopted or advanced key measures, including the European Media Freedom Act and anti-SLAPP rules to protect journalists and civil society
What remains a concern:
👎In some countries, reform momentum has slowed or reversed
👎Corruption, particularly at high levels, remains a serious issue
👎Journalists and activists continue to face pressure, including legal intimidation
👎Delays in justice systems and regulatory uncertainty affect businesses, including SMEs operating across borders.
For the first time, the report also highlights the link between the rule of law and the Single Market — showing how legal certainty and institutional quality affect economic opportunities across Europe.
Strengthening the rule of law is not only about legislation. It is about ensuring that rules are applied in practice, rights are enforceable, and institutions remain accountable.
